分析：

发生这个错误是因为使用了maven-war-plugin的2.6版本或更低版本的，而maven项目默认的web.xml是放在webapp/WEB-INF下，但是没找到

解决：

升级maven-war-plugin即可，使用3.1.0版本，如下
